Madam, - With reference to Colm Sevastopulo's letter about VAT on bicycles (January 28th), I would suggest that if the Government was really keen to get workers out of their cars on on to bicycles, it would add a cycling section to the Department of Transport, with a mission a and dedicated budget to create a comprehensive national cycle network like that in many European countries such as Germany.
Short of such a policy at ministerial level, with funds attached, I have little hope that the present poor circumstances will change. - Yours, etc,
