Madam, - Is Tim O'Brien imagining things when he reports that the Government and I are "at odds" over congestion charging (August 17th)?

The Taoiseach, the Minister and myself all agree that providing substantial new public transport services must be the first step in tackling Dublin's traffic problems.

The current Transport 21 investment programme will deliver these new buses, trams and trains over the coming years.

The Dublin Transportation Office's strategy document, A Platform for Change, which underpins Transport 21, proposes parallel travel demand management measures to ensure that best value is generated from the huge investment going into public transport.

The Taoiseach, the Minister and myself are all on record as agreeing that these measures should be looked at at that stage. In the interim, the debate over how best to introduce such measures will continue.- Yours, etc,
