Sir, - The conflict of loyalty within Northern Ireland has been kept alive, for long enough, by the failure to resolve that other conflict - the conflict of claim toe Northern Ireland.

In order to ensure that the June 10th talks will be truly meaningful in the search for democratic consensus, we would urge the two Governments now to indicate jointly that, in due course, they will withdraw all claims to sovereignty over Northern Ireland and, in the meantime - however long that takes - that they will support and promote the consensus seeking talks process to determine our future inter relationships.

Implicit in the right to self determination is the achievement of consensus.

"A new constitution for the whole of Ireland, an acceptable level of autonomy for the north of Ireland and a re definition of the relationship that would exist between the new Ireland and the peoples living through fundamental change in Wales, Scotland and England would seem to offer a constructive evolution out of the strife and resentments of centuries.
