Sir, – The Road Safety Authority’s statutory functions are set out in primary legislation (Peter Noone, November 30th). The RSA has no competency or remit in road engineering, maintenance or winter treatment of roads. It is responsible for statutory functions including operating the national car testing service, the driver theory testing service, the driver licensing service, road safety education in schools, commercial vehicle roadworthiness testing, management of the driver testing service, road safety research and public awareness and aligned road safety functions.

Since its establishment in 2006 the RSA has worked hard to deliver on all of its statutory functions and takes this responsibility very seriously.

It was made clear to Mr Noone when he contacted the RSA that it does not have a remit in the salting or treatment of roads; and that this is within the competence of the local authority. Each local authority has a management plan which is linked to the National Ice Cast System. Each local authority website details its winter roads management and treatment plans. – Yours, etc,
