Madam, - All of us who listen to traffic news on the radio are familiar with the expressions "a vehicle has broken down" or "a truck has shed its load", causing traffic problems.

Nowadays this should not happen, and one can be sure that, in 90 per cent of cases, this is caused by poor vehicle maintenance, or carelessness in securing loads. Would it not be reasonable to suggest an examination (at the owner's expense) be carried out after such incidents, and heavy fines be imposed if proved that such accidents were the fault of the vehicles' owners or drivers? - Yours, etc,
