The Hague - A retired Yugoslav general, Pavle Strugar, indicted for war crimes during the 1991-1992 Croatian war, surrendered to the UN war crimes tribunal in The Hague yesterday.

Gen Strugar (68), a former commander of the Yugoslav navy, is one of four high-ranking Yugoslav military officers charged with leading the siege of Dubrovnik. He is the first resident of Yugoslavia to hand himself over voluntarily and only the second Yugoslav to appear before the International Criminal Tribunal for the former Yugoslavia (ICTY) following Slobodan Milosevic.
