DUBLIN'S top restaurants can expect to benefit considerably from the current six months of to-ing and fro-ing between here and Europe. However, one establishment not normally rated in the gourmet class will host one of the most prestigious events of all the council of finance ministers occurs in September and the host, our man Ruairi Quinn intends taking them all to dinner in the members restaurant in Leinster House. Since the Dail will not be sitting and since it is a Saturday night the restaurant, which has greatly improved both in decor and fare in recent years, will be opened up specially.
