Madrid - The Spanish government and representatives of the regional Basque government yesterday failed to bridge a gap on how to deal with the Basque separatist group ETA currently carrying out its most bloody offensive in years. ETA resumed killing this year after ending a 14-month ceasefire, claiming responsibility for 11 bombing deaths.

The Interior Minister, Mr Jaime Mayor Oreja, is holding talks on ETA with all opposition parties in the Spanish Congress. A PNV leader emerged from his party's session yesterday saying no conclusions had been reached.
