Will the Government bring forward legislation to amend Article 28.4 of the Constitution specifically to alter the provisions for collective responsibility to enable the Minister for Justice, Equality and Law Reform to deny responsibility for actions that other members of the Cabinet would like to see happen? - The Labour leader, Mr Ruairi Quinn
