London - The British-based relief agency Oxfam yesterday rejected a proposed $1 billion US loan to help sub-Saharan African nations buy anti-AIDS drugs, saying it would simply load more debt on to the countries.

The loan will allow the countries to buy US-made drugs, building on a promise by major companies in May to provide medicines to combat HIV at major discounts.
