A spokesman for the International Islamic Front said only Saudi militant Osama bin Laden has the capability to hit the heart of America.
Mr Omar Bakri told Italian daily La Republicathat: "Only Osama bin Laden has the firepower to hit America and only the Islamic movement that believes in the jihad, the holy war, can have carried out that unprecedented attack thanks to the faith of its martyrs."
He said today was "a day to celebrate" after the terrorist attacks on New York and Washington.
"For the Islamic world, today is a day to celebrate and we are handing around sweets in mosques throughout the world, and notably in London, to celebrate," he said.
The International Islamic Front is a coalition that aims to group many Islamic fundamentalist armed groups.
The International Islamic Front has been linked with a group called the Islamic Army for the Liberation of the Holy Places, which claimed the attacks perpetrated against US embassies in east Africa in 1998.
