ABUJA - The first of a series of elections planned by the military government to restore civil rule in 1998 will start next month throughout Nigeria, the electoral commission announced yesterday.

Detailed guidelines and a schedule of local council polls released in the capital Abuja showed an open ballot will be held on March 16th to elect ward delegates who will in turn vote in councillors a week later.

Chairmen for the 593 local councils will be selected on March 25th by an electoral college made up of councillors elect and ward delegates.
