would require a referendum on an amendment to Article 34 of the Constitution;
would function above the level of the High Court and below the Supreme Court;
would hear appeals from the High Court in both civil and criminal matters;
would incorporate the work of the current Court of Criminal Appeal;
would “correct the errors” of the lower courts;
would address significant issues already clarified by the Supreme Court;
would be the court of last instance in the majority of appeal cases;
would be bypassed where leave was given to apply to the Supreme Court;
would free up the Supreme Court to hear cases considered of public importance, involving new legal issues, the jurisdiction of the courts themselves and of constitutional or commercial significance .
