Rome - The Italian government yesterday declared a state of emergency in flood-hit Naples. The announcement came shortly before it was reported that a NATO defence ministers meeting to be held in the southern city had been called off.

Rome issued a 50 billion-lire (€25 million) aid package to help those affected by exceptional rains that led to the collapse of major public and private buildings and general infrastructure.
