Russian President Vladimir Putin said this evening that energy co-operation with the European Union should be based on predictability and mutual responsibility.

Speaking at a joint news conference after a summit dinner with EU leaders in Finland, he said partnership should be based on common principles and approaches.

European Commission President Jose Manuel Barroso said a closer energy partnership required reciprocity, legal security and a mutual opening of Russian and European oil and gas markets.

"We need to develop mutual trust that requires transparency, the rule of law, reciprocity, non-discrimination, market opening and market access," Mr Barroso said.

The Taoiseach was among European leaders at the one-day summit.

The summit began with arguments over lunch over how far to push Mr Putin on human rights and freedom of speech ahead of him joining the meeting in Lahti as an invited guest.

Many of the EU leaders were determined to seize the opportunity of President Putin's attendance to express concerns over the murder of a high-profile investigative Russian journalist, and over a heavy-handed Russian response to a row with Georgia over spying.
