Mexico City - A Mexican army general has been arrested for allegedly failing to intervene to stop a December massacre of 45 Indians in southern Chiapas state by paramilitary gunmen, authorities said.
Gen Julio Cesar Santiago Diaz is the highest-ranking officer to be arrested in connection with the killings.
