The Government has given approval for the preparation of legislation to ban below-cost selling in the newspaper industry, writes Geraldine Kennedy. It noted the recommendations of the Commission on the newspaper industry at yesterday's Cabinet meeting dealing with mergers, libel, industrial relations and training.

The Government has also decided that Iris Oifigiuil will carry notices of appointments to State boards and public bodies.

The Minister for Health, Mr Noonan, will announce proposals today regionalise health services in the Eastern Health Board region. The Cabinet has also cleared the text of the long-awaited Children's Bill, to replace the 1908 Act. It is expected next week. The texts of the Dublin Dockland Development Authority Bill, the Greyhound Industry Bill and the Fisheries (Amendment) Bill were also approved.
