A British newspaper is today reporting that weapons expert Mr David Kelly committed suicide and that British Prime Minister, Mr Tony Blair, bears no responsibility for his death.

After yesterday's narrow Commons victory on student funding Mr Blair today faces the second potential hammer blow to his premiership with the publication of the Hutton report into the death of Mr Kelly.

The controversial report became more sensational yesterday after The Sunnewspaper claimed it had a leaked copy of the sensitive document. Today it published details of the "leak".

Lord Hutton is to deliver his long-awaited verdict at 12.30 p.m. - an hour before his full report is published.

The Sunclaims Mr Blair is cleared of any "dishonourable conduct", but the BBC is accused of a series of failings.  The opposition Tories have blamed the government for the leak but Downing Street has strongly denied it was responsible, as has the BBC.

MPs will tackle the Prime Minister about the report during his Commons statement at 2 p.m.

According to The Sun, Lord Hutton refers to psychiatric testimony in finding Mr Kelly committed suicide because he was disgraced after being identified as the mole who told BBC reporter Mr Andrew Gilligan that Mr Blair's claim of an imminent threat from Iraqi Weapons of Mass Destruction was "sexed up".

But the newspaper says Lord Hutton the BBC claim was "unfounded"

The claim that Saddam Hussein could attack Britain within 45 minutes was one of the main reasons Britain assisted the US-led attack on Iraq.

The judge also criticises BBC governors for failing to make a detailed investigation into Mr Gilligan's story for Radio 4's Today Programme.

The tabloid says Lord Hutton says the Ministry of Defence should have told Dr Kelly that his name could be made public.

The Prime Minister's controversial former spin doctor, Mr Alastair Campbell, is also cleared of any wrongdoing, the paper says.
