IRAQ: The IGC and the CPA will agree on a "fundamental law" laying down the timetable leading to an elected government and principles to be followed until a full constitution is drawn up.

These principles will include provisions for human rights, a federal structure for Iraq and civilian control of the armed forces. The fundamental law will be agreed by February 28th, 2004.

There will also be a security agreement between the IGC and the CPA on the continued presence of coalition armed forces. These will have "wide latitude to provide for the safety and security of the Iraqi people".

After the fundamental law is agreed, a National Committee of selected Iraqis will organise caucuses, that is meetings of selected delegates, in the 18 governorates around the country.

These caucuses will choose members of a Transitional National Assembly by May 31st, 2004.

The assembly will elect an executive and appoint ministers. These will make up the Transitional Administration to be formed by June 30th, 2004.

It will assume sovereign powers and the CPA will disband.

A Constitutional Convention will be elected directly by the people by March 15th, 2005. A constitution will be drawn up by the convention and put to a referendum.

Elections for an Iraqi government will be held by December 31st, 2005.
