The Government announced today that it would make a new licensing system for outdoor concerts a priority, raising hopes for second U2 concert this summer.

The Minister for Environment and Local Government, Mr Dempsey, said work on introduction of the licensing system, provided for in the Planning and Development Act 2000, will be brought forward.

On making the announcement the Taoiseach, Mr Ahern said the licensing system would cover a range of events including concerts such as those held in Slane, and will shorten the decision-making process.

A Government spokesman said today's announcement is not aimed at rushing the regulations through the Dáil but to put a priority on regularising the licensing system.

The regulations could be passed in time to facilitate another Slane concert this year, he added.

But once the regulations are in place, the ultimate decision rests with Meath County Council, who would then have to consider a planning application for a second concert and any objections that could be voiced over a second Slane gig.
