Moscow - A dramatic surge in the number of new HIV cases in the city of Moscow over the past six months heralds a major new AIDS epidemic in Russia, which lacks funds to combat the disease, officials said yesterday. Russia's official AIDS prevention centre released figures showing a 12-fold increase in the number of new cases of HIV reported in Moscow and its suburbs in the first six months of this year as compared with the same period in 1998.
