A leaflet called "The Fianna Fáil/Progressive Democrats Manifesto for Christmas 2003" claims the Government prefers spend money on horses rather than people.
Community Platform, which represents 27 groups issued the leaflet as part of a campaign aimed at having social welfare cuts, recently announced in the Book of Estimates, reversed before the Minister for Finance delivers Budget 2004 next Wednesday.
Ms Orla O'Connor said: "Our leaflet highlights the priorities of this Government, who think that it's acceptable to spend €67 million on horses and greyhounds at the same time as implementing these cuts".
Community Platform promised a lobbying campaign over the next week in an attempt to reverse €58 million-worth of cuts.
Meanwhile, Focus Ireland today said housing waiting lists will increase and more people will be homeless if the sixteen proposed cuts in social welfare benefits are made in next month's budget.
Mr Declan Jones, chief executive of the homelessness charity, said recent cuts in rent allowances have "made it even harder than ever before for the most vulnerable in our society to keep a roof over their heads".
In its pre-Budget submission published today Focus Ireland called for €1 billion in borrowing to fund social housing projects. They say nearly 6,000 people are homeless and around 140,000 people on housing waiting lists.
Mr Jones said: "Every one of this Government's Budgets since 1997 has seen the better off in society get more done for them than those who are less well off. It's now time to reverse that trend."
