Brussels - The European Union has moved a step closer towards imposing sanctions on Zimbabwe in response to human rights abuses by President Robert Mugabe's government. EU Foreign Ministers meeting in Luxembourg yesterday agreed to invoke a formal complaints procedure against Harare, reports Denis Staunton.

If Mr Mugabe's government fails to respond positively, economic sanctions could follow, possibly including the withdrawal of EU aid to the country.
