A SERIES of proactive measures to tackle unemployment is likely to be agreed today at a meeting of the Employment and Social Affairs Council in Brussels.

The measures will form the basis of a joint report with the Ecofin committee for presentation at next weekend's Dublin summit.

Before flying to Brussels yesterday, the Minister if State for Labour Affairs, Ms Eithne Fitzgerald, said: "Basically we are saying it is time to invest in people." The new measures will be aimed at investment in education and giving people skills.
