MOSCOW - Russia's State Duma passed a resolution yesterday opposing calls to bury the embalmed body of Lenin, saying it would be an "act of political revenge". President Yeltsin had called for a referendum on a burial.

The Duma also rejected, by 210 votes to 112, a government bill to slash spending under the 1997 budget.
