LONDON - The inquiry into the police handling of the Hillsborough disaster in which 96 football fans died is to be reopened after the discovery of crucial video footage from a camera police said wasn't working properly, it was claimed last night.

The Daily Mirror says the film is from a police surveillance camera at the Sheffield ground's scoreboard end. The film has lain in the archives of Yorkshire Television since it was given to the company by the police for use as part of a documentary.
