A troubled teenager whose legal proceedings, taken when he was 13, led to a landmark High Court decision compelling the State to provide appropriate care and accommodation for disturbed children, has been found dead in "tragic circumstances". He was 19.

In the High Court in 1995, Mr Justice Geoghegan found in favour of the boy's argument in judicial review proceedings that he had a constitutional right to appropriate care and accommodation. That decision formed the basis for many more actions taken by children since.
