Strasbourg - The Council of Europe yesterday commended Turkey for its constitutional reforms, but said the country's refusal to abolish the death penalty remained a roadblock in its campaign to join the EU.

Turkey's parliament adopted 34 constitutional amendments on Wednesday, including ones that give more rights to its Kurdish minority, to increase freedom of expression, and reform the justice system.
