A section of the report, dealing with the rezoning of land at Carrickmines in south Dublin, has been withheld for legal reasons. The tribunal says this section, which runs to 200 pages, will be published as soon as possible.
Criminal proceedings have begun against businessman James Kennedy and a number of county councillors in relation to the rezoning. However, Mr Kennedy and former councillor and senator Liam Cosgrave have taken cases aimed at halting their criminal trials.
Mr Cosgrave’s appeal against a High Court decision refusing his application was heard in the Supreme Court last December. He denies charges of receiving corrupt payments on three dates in 1992 and 1997.
In 2006, arising from an allegation by former government press secretary Frank Dunlop, Mr Cosgrave pleaded guilty to not disclosing a political donation over €500 and received a 75- hour community sentence order.
The appeal by Mr Kennedy, who has denied 16 charges of making corrupt payments to politicians in relation to the land, has yet to be heard.
