Dublin North East Labour TD Mr Sean Kenny has urged that the control of horses regulations be speedily implemented. The owners of horses should not allow them to roam - on open spaces in Dublin's suburbs and should protect their animals from the elements during the present freezing weather.
"It is the utmost irresponsibility and cruelty to allow horses wander around without proper care and shelter."
