LONDON - Labour Party leader Mr Tony Blair faced a backlash yesterday over new plans to silence critics of proposals for a Scottish parliament and Welsh assembly by calling a referendum on the issue should he become prime minister.

The party is expected to unveil fresh proposals today to hold a plebiscite - if it wins the general election - so it can prove public support for its controversial devolution policies.
