A special United Nations rapid reaction force should be established to enforce the UN Charter and the Convention on Genocide, Lord Owen told students of the Royal College of Surgeons in Ireland yesterday.

Addressing students studying international humanitarian assistance, Lord Owen said that the genocide in Rwanda represented the "greatest failure" of the United Nations Security Council and the Council's African members.

He called for the establishment of a 5,000-strong multinational force, trained together and backed up by aircraft, to undertake future military interventions on behalf of the UN.
