Madam, – The Government can easily address the issue of upward rent reviews in these constrained economic times without concern for retrospective legislation or interference with valid contracts.

A levy of 95 per cent could be introduced, under emergency powers, to the increased element of any rent reviews. On the other side, a grant could be made to commercial tenants who genuinely cannot meet the increased rent to counteract the effect of the raised rent. At worst this would be revenue neutral and could potentially saved many jobs. – Yours, etc,
