The Broadcasting Complaints Commission considered 57 complaints at its last board meeting and upheld 16 of them. They included complaints against The Full Irish breakfast show on 2FM; TG4; Spin 103.8 FM; and two advertisements.
The Full Irish presenter, Ryan Tubridy, came under fire for his comments about the skinning of a cat by students in Canada.
After the presenter heard the story on a news bulletin, he intermittently imitated the cat by saying "Meow, please don't skin me" and "It hurts so much when you skin me", the complainant said.
The Broadcasting Commission found that the live skinning of a cat was "unsuitable for broadcast at that time".
"The Commission was of the opinion that including humour that was based on cruelty to animals was inappropriate and offensive," the BCC decision stated.
RTÉ regretted that offence was taken but the style of the programme was "light-hearted and jokey".
"RTÉ editorial management has spoken to the production team and advised them that some members of their audience are taking offence at what is intended to be humorous remarks about animals and has advised the production team to tone down their remarks," the station said.
Two separate complaints were made about Spin Talk, a programme on the Dublin station Spin 103.8 FM.
Both complained about the explicit sexual nature of discussions in the "Gender Agenda" slot.
The BCC also found that TG4 had aired an "overtly sexual" music video at a "totally inappropriate" time.
The complainant was watching the Pop4 programme with his family at 6.30 p.m. when what he described as "a pornographic pop video" was shown.
