Blackpool - Britain's Conservatives are willing to scrap tax cuts if necessary to improve public services, the shadow chancellor, Mr Michael Howard, said yesterday.

As the party gathered for its annual conference in Blackpool, Mr Howard went out of his way to stress the party's commitment to schools and hospitals.

Mr Howard's remarks came as Mr Iain Duncan Smith prepared for his first conference as party leader.
