Nairobi - Kenya has said it outlawed circumcision of girls under 17, a practice common in rural areas of the east African country.

President Daniel arap Moi said in a speech marking independence day that the 2001 Children's Rights Bill banned female genital mutilation of children under 17 and promised police protection for children considered at risk from the custom.
