London - Tibet's spiritual leader, the Dalai Lama, has urged China to allow Tibetans "meaningful self-rule" in return for complete loyalty to Beijing. In a BBC interview to be broadcast tomorrow, he said he would be happy never to return to Tibet as long as the basic rights of the people were met.
