The bus was crushed following the collision at a rail crossing near the village of Ovrazhnoye, in the Kaliningrad region.

The Russian Railways Ministry blamed the bus driver, saying he passed several vehicles waiting for the train to pass, and ignored a red light at the crossing.

Most of the bus passengers were elderly people travelling to their summer houses.

Nine of the passengers were killed on the spot and three died in hospital. Eighteen people were injured.

The bus driver survived the crash and was taken to a local police station for questioning.

The train did not jump the tracks, ORT television reported. The bus was crushed beyond repair, it said.

The ministry said the driver had previously had his licence suspended for drunk driving, and was driving on a temporary permit. The report could not be immediately confirmed.
