Sir, - I fully agree with Dr Whitaker's proposals for the management of our salmon stocks (April 28th). I note that your correspondent Y is of a like mind and accurately points out (in Times Eye, April 30th) that this proposal is not designed to harm nets-men. Rather it would protect them in their financial returns for the years ahead. They must by now realise that their labours are giving diminishing returns.

As is to be expected from Dr Whitaker's track record, he has singled out the root cause, backed his argument with official statistics and further offered a simple and effective remedy to the problem. Adequate compensation is recognised as an appropriate tool in agriculture and should prove equally effective in fishing. In addition, his remedy can speedily be effected and need not impinge on the work of task forces, commissions or scientific research - as he says, "open to review."

Once more the administration can be glad of the advice of Dr Whitaker.

When - not if - this remedy is put into effect, please, please let it be for real - not just another "speed limit" to be obeyed at will. - Yours, etc.,
