ST PETERSBURG - Mr Anatoly Sobchak, one of President Yeltsin's early reformist allies, was narrowly ousted as mayor by his former deputy, Mr Vladimir Yakovlev, preliminary voting results showed yesterday. Mr Sobchak, a law professor who had run Russia's second city since 1991, said it was not a personal defeat but a sign of deep disillusion with reform.
