Jerusalem - An Israeli-Palestinian summit failed to clear the way for a handover of more West Bank land yesterday, confronting the US special envoy, Mr Dennis Ross, with an immediate challenge as he flew to the Middle East.

The Israeli Prime Minister, Mr Ehud Barak, and the Palestinian President, Mr Yasser Arafat, reached no agreement overnight on which five per cent of the West Bank Israel would hand over to self-rule.
