CAPE TOWN - Chief Mangosuthu Buthelezi's Inkatha Freedom Party pulled out of South Africa's constitutional negotiations yesterday dashing hopes of consensus on a final blueprint for post apartheid rule.

Inkatha wants to see the position of traditional tribal leaders respected, but the ANC insists all authority must derive from elections.
