Sir, - In 1948, The government of John A. Costello and William Norton introduced a law whereby rates were paid as follows: one-seventh for the first year, two-sevenths for the second year, three-sevenths for the third year, and so on until full rates were paid in the seventh year.

Our Government can bring in a similar law for rents: one-seventh for the first year and so on until the seventh year - with no review for a further seven years. Rents today are nothing less than black marketeering of the most virulent type. - Yours, etc., James T. Deegan,
