Sir, – I read with interest about the very small numbers of householders who have to date paid the €100 charge. I am one of those who has not paid as I simply don’t know how to proceed. I am not on the internet and I pay all my bills either by cheque or by direct debit.
If I’m sent a bill, I will pay by return. I fear that many of the “older” householders may be in the same situation. – Yours, etc,
