Sir, - In the fallout from Nice, I believe that there is at least a consensus on the fact that there was an information deficit and there was a miserably low turnout.

This can be solved by having a reasoned debate on the treaty both here and with our European partners in the coming months and then to put the issues to the people again at the same time as the next general election. This approach has three distinct advantages: (1) all the main political parties will be fully engaged and if they are serious about Europe, will be obliged to debate the issues with those opposed to the Treaty; (2) the Irish public will be better informed and (3) there is a better than even chance that the people will at least come out to vote on this vital national and European issue.

To do otherwise will result in exactly the same confusion and voter apathy. - Yours, etc.,
