Sir - Having recently returned to this country, I am curious as to when the "five second" law was passed. It would appear that this law allows drivers to pass through a junction within five seconds of the lights changing to red. If the driver is simultaneously using his mobile phone, this time window increases to seven seconds. With this standard of driving, is it any wonder that my car insurance costs double here what it did in London? - Yours, etc.,
