Madam, - I read with interest the article on the Commission on Democracy by Paula Clancy (December 18th).
In it reference is made to the "can't vote/ won't vote phenomenon". "Can't vote, Won't vote" was the title of a study on voter apathy conducted by myself and a number of civil service colleagues as part of our studies at the Institute of Public Administration.
Little did we realise that in choosing a snappy title for our study we were in fact christening a phenomenon. There cannot be many public servants on whom this honour is bestowed and we are suitably humbled, though unacknowledged. - Yours, etc.,
