MOSCOW The Russian President, Mr Boris Yeltsin, yesterday arranged a meeting with the communist head of parliament as part of plans to reach a "non aggression pact" with his political rivals before a presidential election.

He told reporters that he wanted a constructive dialogue with the opposition dominated State Dumn, the lower house, and that he would meet Mr Gennady Seleznyov, its chairman, later this week.
