Dili - The UN in East Timor said it had witnessed beatings, burning and Indonesian military training militia, which posed a "serious obstacle" to the vote on the territory's future as warring factions agreed to disarm.

Mr Ian Martin, the head of the UN Assisted Mission in East Timor (UNAMET) also said at a press briefing there were "tens of thousands" of internally displaced refugees in East Timor wandering from village to village.

The UN report came as leaders of those fighting for independence and those favoring integration with Indonesia announced in Jakarta they had signed agreements calling on their followers to surrender arms to the Indonesian police.
