A proposal to site some of the largest buildings to be constructed in the State in "unspoilt rural landscape" in Co Westmeath was opposed by local residents at the High Court yesterday.

Ms Justice Macken granted a temporary order prohibiting Westmeath County Council from considering a motion next Monday to allow a material contravention of its Development Plan and grant permission for a proposed cement plant at Killiskillen, Kinnegad.

The developers were named as Lagan Cement Limited.
